园区开发项目中PPP模式的应用研究

Research on the Application of PPP Model in the Park Development Project

根据社会资本的参与程度,园区开发项目中PPP模式的应用可分为高低两个层次,本文从政府与社会资本的合作、园区的开发内容、项目的回报机制、社会资本的退出方式4个方面分析园区开发项目中PPP模式应用的关键要素,最后总结了国内以PPP模式开发园区项目案例的实践经验,得出PPP模式应用园区开发项目的关键因素在于政府与社会资本方的合作态度和履约能力以及回报机制的合理性。

According to the level of social capital participation,the application of PPP model in the park development project is divided into high-level application and low-level application. This paper summarizes the practical experience about the application of PPP model in the park development project from 4 aspects： the cooperation of government and social capital,the contents of park development,the return mechanism of project,and the withdrawal of social capital. It is concluded that the key factor is the cooperative attitude and implementation capabilities of the government and social capital in cooperation and the rationality of the return mechanism of the application of PPP model in the park development.
