事业单位非编员工绩效薪酬体系改革的动因、阻力及对策 被引量:1

摘要 薪酬是对劳动者劳动付出的回报,薪酬体系的激励与保障作用是其根本价值。目前,事业单位非编员工绩效薪酬体系存在诸多不足,且激励作用没有得到充分发挥。为维护和保障非编员工的合法权益,调动其工作积极性、主动性和创造性,事业单位急需对非编员工绩效薪酬体系进行改革。本文认为,新形势下,事业单位应加大非编员工绩效薪酬沟通与政策宣传力度,推进薪酬决策民主化,发挥事业单位领导者的支持和推动作用,完善绩效薪酬体系,打造学习型组织,以期为事业单位非编员工绩效薪酬体系改革提供借鉴。 The salary is paid to labors,whose fundamental value is the incentive and guarantee function,without which :it would become insignificant.There are many shortcomings in the current performance pay system of side personnel in public institutions and the incentive effect is obviously insufficient.In order to defend and guarantee the legitimate rights and interests of side personnel and stimulate the enthusiasm,initiative and creativity of the staff,public institutions need to re- form performance compensation system.The motivation and resistance of the reform of performance salary system of side personnel coexist in public institutions.Under the new situation,it is necessary for the public institutions to strengthen the communication and policy propaganda concerning performance pay, promote the democratization,play a leading role as a reformer,complete the performance pay system,improve the performance evaluation and mold a learning organization.
