江苏省特色小镇建设刍议——以泰州大泗中药养生小镇为例

Proposals for constructing small featured towns in Jiangsu:Taking Taizhou Dasi traditional Chinese medicine health town as an example

建设特色小镇既是新型城镇化的重要内容,也是统筹城乡发展、促进经济社会转型升级的重要途径。建设特色小镇首先要确立小镇的发展定位和建设目标,其次要明确特色小镇建设的重点任务,即:科学编制小镇规划,合理实施培育方案;准确把握产业定位,彰显小镇创建特色;突出投资任务落实,狠抓项目落地建设。最后要细化特色小镇建设的具体措施,包括组建班子、搭建平台、人才支持、建立体制机制和有序推进实施等。

The construction of the featured town is not only an important content of new-type urbanization, but also an important way to coordinate urban and rural development and promote economic and social transformation and upgrading.In order to build featured towns, the development orientation and construction target of town should be established first, and then to make clear of the construction focus of the features of small towns, namely： the scientific preparation of town planning, the reasonable implementation of cultivation project; accurate grasp of the industry and the highlighting of the features of the town ; the emphasis of implementation of investment tasks,and promotion the construction of projects.Finally,specific measures for the construction of special towns should be detailed, including the establishment of the team, the establishment of platforms, the support of personnel,the establishment of institutional mechanisms and the implementation of orderly promotion.
