广东落实创新驱动发展战略 先发引领转型发展的启示与建议

Enlightenment and Suggestions of the Practice of Guangdong Province in Implementing Innovation-Driven Development Strategy to Lead the Transformation and Upgrading

广东通过较早依靠科技创新推动结构调整、构筑经济增长新动力,为全国经济增长进入新常态情况下实现有效益有质量增长提供了示范和借鉴。在总结广东主要做法和经验的基础上,本文指出其中关键在于广东较早地依靠科技创新推动了结构调整,在适应和引领经济发展新常态上取得主动,实现发挥先发优势的引领型发展。基于广东的经验启示就全国区域转型发展提出五方面的政策建议。

Through the strategic design in advance, Guangdong promotes structural adjustment and builds new economic growth relying on S＆T innovation, which provide demonstration and reference for the implementation of nationwide effective and quality growth in the New Normal. On the basis of summarizing main practices and experiences in Guangdong, the paper points out that the key lies in taking advantage of S＆T innovation in the early structural adjustment, which adapts to and leads the economic development in the New Norreal. It puts forward five policy recommendations on the regional transformation development.
