情报3.0背景下对情报多元属性的思考

Reflection on the Multiple Attributes of Intelligence under the Background of Intelligence 3.0

针对情报界出现的情报属性混淆现象,从"情报是人脑做出的有价值的判断"这一定义出发,对情报3.0背景下情报多元属性特征及其对情报工作的要求进行了深入思考。认为决策性、主体性、目的性、竞争性和时效性构成了情报的本质属性。离散性、传递性、知识性和发展性则是情报与知识或信息共有的属性特征,而非情报的本质属性。只有充分认识情报的本质属性及建立在其基础上的情报与知识、信息的界限,明确情报的本质属性与非本质属性及其发展演变对情报工作的新要求,才能更准确地把握新时期情报工作的核心和重点,更好地开展情报3.0背景下的情报工作。

Aiming at the current phenomenon of ＂intelligence attributes confusion＂in the intelligence industry,this paper makes a thorough study on the characteristics of the multiple attributes of intelligence as well as the requirements for intelligence work under the background of Intelligence 3. 0 based on the view of＂intelligence is a valuable judgment made by the human brain＂. This paper argues that the nature of intelligence attributes includes decision-making,subjectivity,purpose,competition and timeliness. Discreteness,transitivity,infotainment and expansibility are the common attributes of intelligence,knowledge and information,rather than the essential attributes of intelligence. Only through fully understanding the nature of intelligence,the boundary of intelligence,knowledge and information,and the essential attributes and non-essential attributes of intelligence and the new requirements of their evolution for intelligence work,can researchers accurately grasp the characteristics of intelligence,and conduct the intelligence work better under the background of Intelligence 3. 0.
