摘要
借鉴学界对科技创新政策评估的研究成果,构建了内蒙古科技创新政策实施效果评估指标体系。通过收集2007~2015年相关年鉴的统计数据,对政策实施效果进行了评估分析。并从建立健全地方政府研发投入长效机制、强化基础创新能力、积极推动资源型产业转型升级3个方面提出了提高内蒙古科技创新政策实施效果的措施建议。
Based on the research results of scientific and technological innovation policy evaluation,this paper constructs the evaluation index system of Inner Mongolia science and technology innovation policy implementation effect.By collecting the 2007-2015 statistics,the effect of policy implementation was evaluated and analyzed.In addition to that,this paper puts forward suggestions to improve the effect from three aspects：establishing longterm mechanism of R D investment,strengthening basic innovation ability,and actively promoting the transformation and upgrading of resource-based industries.
