摘要
大学生村官计划作为国家一项重要决策,有效缓解了大学生就业难的局面,促进了新农村建设,而大学生村官招募是顺利开展这项工作的重要环节。对2008—2015年我国东、中、西部31个省(市、区)220篇大学生村官选聘公告进行分析整理,发现我国村官的招募政策,在选聘计划上逐渐减少,报考门槛逐渐变高,歧视性条件逐渐明显,政策待遇对促进大学生村官社会流动影响较小,"准"大学生村官培养和大学生村官培训的政策缺乏顶层系统设计。同时,我国不同区域的大学生选聘工作存在趋同性。从选聘公告所折射出的现象和研究结论,对"十三五"时期,进一步完善我国大学生村官招募政策提供参考。
As an important national decision,the program of College Student Village Officials effectively alleviates the employment of college students and promotes the construction of new countryside,so the recruitment of College Student Village Officials is an important part of this work.In the paper,220 College Student Village Official recruitment announcements of China's eastern,central and western 31 provinces(cities,districts)from 2008 to 2015 were analyzed.The results show that hiring plans are gradually decreasing,registration for examination is getting more strict and discriminatory conditions are becoming apparent.What is more,policy treatment has little influence on promoting the social mobility of College Student Village Officials and the policy of College Student Village Officials candidate and College Student Village Officials training lack the top-level system design.Meanwhile,the recruitment of college students in different regions of our country tends to be similar.The phenomena and research conclusions reflected from the selection announcement provide information for further improving recruitment policy of College Student Village Officials in China.
