摘要
日本是核能利用大国,但核能利用屡经波折,在2011年又遭遇举世震惊的福岛核电站事故。在中国考虑制定《核安全法》时,社会公众必然会关心和追问日本核能立法的有关情况,尤其是保障核能安全和核损害赔偿等法制建设的最新情况。文章对日本核能立法近况进行了系统介绍,并结合《核安全法(草案)》修改总结出几点对中国的启示。
Japan is a large country using nuclear power,but the use of nuclear power does not go very well.Japan suffered Fukushima nuclear power plant accident in 2011.Now our country is thinking about making Nuclear Safety Law,the public are certainly concerned about the new situation of Japanese nuclear energy legislation,especiallyhow to protect nuclear energy safety and how to compensate nuclear damage after Fukushima accident.This paper introduces systematically the current situation of nuclear energy legislation in Japan,and tries to summarize some useful enlightenmentsfrom Nuclear Safety Law(draft).
