语言战略与外语教育:新时期我国外语教育规划思考

National Language Strategy and Foreign Language Education: Some Thoughts on Current Foreign Language Education Planning in China

目前,经济全球化加速推进,语言作用愈加凸显,外语教育面临新的挑战。国际社会,尤其是一些发达国家,把外语教育作为国家语言战略的核心并提高到国家发展战略高度进行规划与调整,以此来应对这一挑战。改革开放30年后的中国已进入更大发展的关键时期,需要能够满足相应要求的外语强有力的支撑。我国外语教育历史悠久,成果丰硕,但要成功应对新时期的挑战,满足国家进一步发展的需求,还须从国家利益出发,在国家语言战略框架中对外语教育进行较大规模的调整,包括外语教育的定位、规划思路的调整、理论体系的重构、教育大纲的制定等,从而开拓外语教育的新局面,为国家进一步发展做出更大贡献。

Foreign language education is now facing a new demand and challenge due to the ever quickening pace of globalization that has caused the function of language more outstanding than ever. To meet this challenge, the international world, in general, and those developed countries, in particular, have launched a scaled innovation and adjustment to their foreign language education regarding it as the core of the national language strategy from the perspective of national development. Since it has stepped into a crucial period of its further advancement after 30 years of opening-door and reform, China needs a stronger support from foreign languages that can satisfy various requirements and demands. Though foreign language education in China enjoys a long history with great accomplishment, it still needs a drastic adjustment to meet the challenge with success. The work is suggested to be done in the framework of national language strategy in line with the growth of national interests in such aspects as its status in the national strategy for development, the principle for its planning both long term and short term, the theoretical framework for its research, and its overall guideline for its various types and levels. It is expected that by doing so foreign language education in China will take on a new look and make greater contribution to the national development.
