自贸试验区主动对接国际经贸新规则研究

Research on China's Pilot Free Trade Zone Actively Keeping up with High Standards of International Economic and Trade Rules

我国自贸试验区创新的核心是"制度创新"。主动对接高标准国际经贸新规则,既源于国际经贸规则重构带来的外部压力,也源于国内外经济竞争形势转变引起的内在需求。我国自贸试验区在政府职能转变、投资管理制度、贸易监管、金融开放创新等领域对标国际高标准经贸规则,形成了一系列改革创新成果,但同时仍存在一定差距。基于此,对自贸试验区主动对接高标准国际经贸新规则提出对策建议。

The core innovation of China pilot Free Trade Zones （FFZ） is ＂institutional innovation＂. China pilot FrZs actively keeping up with high standards of international economic and trade rules is not only because of external pressure brought by reconstruction of international economic and trade rules, but also originating from internal demands caused by changes in the global and domestic economic competition situation. China pi- lot FI＇Zs have accumulated a series of reform and innovation achievements in accordance with as well as certain gaps between high standards of international economic and trade rules in fields including transformation of gov- ernment functions, investment management system, trade regulation and financial opening- up and innova- tion. Based on the above view, suggestions can be made about China pilot FTZ actively keeping up with high standards of international economic and trade rules.
