摘要
劳资沟通成败的决定因素是什么呢?借助国外学者的集体谈判效果评价指标,选取合作主义下的劳资沟通成功案例、多元主义下的劳资沟通成功案例、劳资沟通失败案例,各1例。通过对比分析,认为劳资沟通成败的决定因素是劳动者谈判力、工资集体协议对劳动条件的影响力和政府监管。其中工资集体协议对劳动条件的影响力是首要决定因素。完善劳资沟通的制度保障,可以采取重视工资集体协议的法律地位、完善增强劳动者谈判力的配套制度、细化政府监管规则的措施。
What is the issue key to the success of workplace communication? Analyzing one case of successful workplace communication in corporatism, one case of successful workplace communication in pluralism and one case of unsuccessful workplace communication by the evaluation indexes of collective bargaining effect, we find that the issues are the negotiating ability of labors, government supervision, and the influence of collective wage agreements on work conditions, which is the primary determinant. To perfect the guarantee system of workplace communication, we could emphasis the legal status of collective wage agreements, improve the supporting system to strengthen the negotiating ability of labors, and detail rules of the government supervision measures.
