区域高等教育改革的内涵形态、实践需求与路径探析

区域教育问题是目前我国高等教育领域改革发展的核心问题,对区域高等教育改革的实践探索成为解决这一核心难题的关键措施。实质上,区域高等教育改革是在以人为本的教育理念主导下,有目的、有计划地对一定行政区域内的教育理论和实践施加影响,促进其意义转型的改革过程。其中,系统性、复杂性和本土性是区域高等教育改革的三大特点,项目合作模式、规划发展模式和特色示范模式是区域高等教育改革的基本模式。区域高等教育改革是促进区域经济发展、推进社会公平和实现区域高等教育结构优化的必要途径,因此,有必要在了解区域高等教育改革内在需求的基础上对其进行实践路径探析。

The regional education problem is the core issue of the present reform and development of the higher education field in China. The practical exploration of regional higher education reform has become the key measure to solve this core problem. In es- sence, the reform of regional higher education is to exert influence on educational theories and practices purposefully and systematically in a given administrative region under the people - oriented concept of education to promote the reform process of the significant trans- formation. Among them, system, complexity and localization are the three characteristics of the regional higher education reform. The models of project cooperation, planning development and characteristic demonstration are the basic models of regional higher education reform. Regional higher education reform is the necessary path to promote regional economic development, promote social justice and realize the structure optimization of regional higher education. Therefore, it is necessary to understand the basis of the internal demand of regional higher education reform in order to inquire into the practical path.
