大数据时代数字档案资源整合与服务的机遇与挑战

基于文献研究,梳理出对大数据的六种主要研究视角,据此对《促进大数据发展行动纲要》和《全国档案事业发展"十三五"规划纲要》的落地状况进行了分析;结合国家社科重大课题"国家数字档案资源整合与服务机制"的社会调查结果,讨论了数字档案资源整合与服务在新思维、新方式、新资源、新基础设施、新能力和新权力六个维度面临的机遇、挑战及未来发展构想,旨在为大数据时代档案工作的定位提供战略性思考,为大数据发展及应用背景下《全国档案事业发展"十三五"规划纲要》行动计划的制定提供参考指南。

Based on systematic review of literature, six perspectives of big data understandings are synthesized, and their implications to understanding Big Data Development Action Layout plan and The13 th Five-Year Plan of National Archi-ves Enterprise Development are analyzed. Combining with the findings from social investigations of National Social Science Major Program(Mechanisms of the Integration of National Digital Archives Resources and the services), the opportunities and challenges in integration of digital archives resources and their services are discussed, which includes new ways of thinking, new approach, new resource-based view, new basic infrastructure, new capability, new authority. This study aims to provide strategic thinking about the role of archival work in big data age, as well as provide a reference guideline for developing action plans for implementation the The 13 th Five-Year Plan of National Archives Enterprise Development.
