Features of Telecom Fraud and Preventive Measures

电信诈骗犯罪具有多样化、智能化、组织化、国际化和危害大等特点,在侦破和防范中存在取证难、定性处罚难、抓捕难、追赃难等诸多问题。因此,我们应当从加强法制教育宣传力度,创新打击方式,提高侦查人员的证据意识,加强公安机关与电信运营商、网络平台、银行、支付中心之间的协作,形成跨领域的协同作战机制,打击电信诈骗犯罪。

Telecom fraud crime has characteristics with diversity,intelligence,organization,internationalization and great harm,which exists several problems of hard evidence collection,difficult qualitative punishment,difficult capture and difficult recovery of stolen money or goods in detection and prevention. Therefore,in order to attack telecom fraud we should strengthen the publicity of the legal system education,innovate attack pattern,improve investigators＇ evidence awareness,strengthen the collaboration between the public security organ and the telecom operators,network platform,banks,payment center and form the interdisciplinary collaborative operational mechanism.
