效率是判断组织行为的基本标准,也是衡量政府是否有能力承担公共服务职能的标尺。目前,地方政府绩效面临着公共性消解与"压力型"后果的合法性治理悖论。政府绩效治理的合法性悖论在于绩效主体单元之间的公共性消解和绩效治理的失灵。政策网络的协同为地方政府绩效治理提供了契机。具体而言,要从政策网络的制定与执行解剖政策治理结构,重构中央与地方政府权力分配关系和公共资源的匹配向度。实现地方政府绩效治理的政策网络协同,理解和信任是基本的认知前提,在技术上,搭建信息合作系统平台,通过跨域协同的有效匹配实现绩效治理的"空间"再造。

Efficiency is the basic criterion to judge organizational behavior,and also a yardstick to measure whether the government can undertake the public service function.At present,the local government performance is faced with the legitimacy paradox of public dissolution and＂pressure type＂consequences.The value paradox of government performance governance lies in the elimination of public nature and the failure of performance governance.The collaborative governance of the policy network provides an opportunity for local government performance governance.Specifically,from the formulation and implementation of the policy network,dissecting the policy governance structure,reconstruction of the relationship between the central and local government power distribution relationship and the matching of public resources.Understanding and trust are the basic cognitive premises for the realization of local government performance governance policy network collaborative governance.To provide technical support for the establishment of an integrated performance governance information cooperation system,and realize the＂space reengineering＂of performance governance through effective cross domain collaboration.
