海洋生物医药科研成果产业化影响因素评价与对策研究——以青岛市为例

Research on the influence factors evaluation and countermeasures of marine biopharmaceutical achievements transformation in industrialization:case study of Qingdao

青岛拥有中国海洋生物医药研究主要力量,但是相关科研成果在青岛市产业化比率低下,产业结构需要优化。为此,本文基于层次分析法(AHP),选取人才、成果、资源、经济、环境5个准则层要素和19个指标层要素,构建海洋生物医药科研成果产业化影响评价体系;运用德尔菲法(Delphi Method)并经过数据处理后得到各个影响因素权重排序,人才0.433>成果0.226>资源0.149>经济0.122>环境0.071。结果表明,人才因素是海洋生物医药科研成果产业化首要影响因素;其余依次为成果、资源、经济和环境。因此,提出大力培养和引进应用型复合人才,着力打造满足市场需求的创新、成熟产品,在宏观指导下保护性开发利用海洋生物资源,同时以充足资金和配套支撑体系保障产业可持续发展等对策建议。

There is the Chinese main force of marine biopharmaceutical research in Qingdao, however, the transformation rate of marine biopharmaceutical achievements is low, and the industrial structure needs to be optimized. On the basic of Analytic Hierarchy Process （AHP）, this paper selected 5 criteria-level elements（talent, achievements, resources, economy and environment）and 19 indicator-level el- ements, and designed an influence factors index system of marine biopharmaceutical achievements transformation in industrialization. After data processing, with the method of Delphi, the weight order was obtained： talent 0. 433〉 achievements 0. 226〉 resources 0. 149〉 economy 0. 122〉 environment 0. 071. This result showed that the talent factor was the primary influencing factor of the industrializa- tion of marine biomedical scientific research. The rests were the achievements, the resources, the economy and the environment. Therefore, it was proposed to cultivate and introduce compound-applied talents, and to strive and create innovative and mature products that met the needs of the market, to protectively exploit and utilize marine bio-resources under the macro-control, and to offer sufficient funds and a corollary supporting system for the purpose of ensuring a sustainable development of marine biopharmaceutical industry.
