Culture is one of the important factors which influence the establishment and development of the social welfare system. As a typical representative of the welfare state, Sweden is known for its highly cooperative culture. By analyzing the rise and development of its cooperative culture and the influence on child welfare, it is found that it has a spirit of cooperative culture in terms of action guidelines, responsible subjects and core objects. It is of a great significance to the construction of the current welfare system for children and the establishment of welfare culture self-confidence for our country.
