Analysis and Countermeasures on Implement Effect of "A Undergraduate in a Country Project" in Hunan Province

调研显示,湖南省"一村一名大学生计划"试点实施存在项目运行缺乏法律保障、监督评估缺乏实效性、经费投入缺乏政策依据、培训对象缺乏普遍性、专业设置和学习内容缺乏针对性等问题。通过构建"一部法律,多个部门"的管理模式;打造"一个平台,多方参与"的培训体系;组建"一个学校,多个课题"的学习体系;打造"一个文凭,多个证书"的培训品牌,可以继续推进"一村一大"工作的实施。

Investigation research shows a few existing problems of ＂A undergraduate in a Country Project＂ in Hunan, such as lack of law guarantee for project implement, effectiveness for supervision assessment, policy basis for funding, universality for training objective, and pertinence for profession setting and contents. The implement is to build management model of ＂a law, multiple departments＂, to create training system of ＂a platform, multi-participation＂, to build learning system of ＂a school, multi task＂, as well as to create brand ＂a diploma, a number of certificate＂ training, which will further drive ＂A undergraduate in a Country Project＂.
