摘要
基于产业创新系统的基本理论和一般框架,结合相对于西方发达国家我国政府多干预、国内市场庞大等国情特点和文化创意产业软、硬创新协同的创新特点以及产业集群化、网络体系复杂等其它现实特征,中国文化创意产业应从政府的多重作用、人才培养与引进、产业链完善和品牌塑造等方面入手,通过产业集群整合地区各种资源,整合产业链条上不同主体的优势进行专业化分工与合作,行业间通过信息交流和资源流动形成强烈的协同和溢出效应,进而形成更大的经济、社会和文化价值。
This paper bases on the basic theory of sectoral System of Innovation and its general framework,combining with the Chinese government intervention compared with western developed countries, the huge domestic market conditions, the synergy of the soft and hard innovation characteristic of cultural and creative industries, the industrial cluster, the complex network of system and other national or realistic features. Then the paper builds a framework of sectoral system of innovation of Chinese cultural and creative industries, and put forward some policy suggestions from several aspects, such as the multiple role of the government, the cultivation and introduction of talents, the perfection of industrial chain and the shaping of brand.
