基于NH-DEA方法的我国东部11省市物流效率评价研究

Study on Logistics Efficiency Evaluation of 11 Provinces and Cities in Eastern China Based on NH-DEA Method

考虑到现有物流效率测算未把指标间不可分性作为约束条件这一问题,基于非参数前沿构建不可分的混合测度DEA模型,以CO2为非期望产出,对我国东部11省市2011—2015年的物流发展进行更加科学的测算。研究结果发现:2011—2015年间,东部地区多数省市物流效率比较低,只有河北、天津和江苏3个省市比较接近有效前沿面;各省市的物流效率差异比较大,物流业发展不平衡;在"十二五"期间,东部地区在2012年物流发展水平最好,政府政策发挥了重要的作用;分布在不同地理位置的省市,其物流发展状况和前景各异。依据这些结果并结合东部省市物流业发展的外部环境和机遇,给出加强物流业与其他产业的深度融合、多种运输方式联动发展和紧抓"互联网+"及"21世纪海上丝绸之路"发展机遇以及政府要制定切合实际的政策等相关建议。

Considering the problem that the existing logistics efficiency calculation has not involved the indivisibility among inputs and outputs as a constraint condition,the non-separable hybrid DEA model is constructed based on the non-parametric frontier.Taking the CO_2 as the undesirable output,the logistics efficiency of 11 provinces and cities in eastern China from 2011 to 2015 is measured in a more scientific way.The results show that the logistics efficiency of most provinces and cities in the eastern region is relatively low from2011 to 2015.Only Hebei,Tianjin and Jiangsu provinces are close to the effective frontier; the logistics efficiency difference between provinces and cities is relatively large,which reveals their unequal development; during the ＂Twelfth Five-Year Plan＂period,the eastern region in 2012 reaches the best level of development of logistics,government policy has played an important role; distributed in different geographical locations of the provinces,the logistics development and prospects consequently differs.Based on these aforementioned results and the external environment and opportunities for the development of the logistics in the eastern provinces and cities,it is necessary to give the related recommendations that strengthen the extensive integration of the logistics industry and other industries,develop the linkage of various modes of transport,grasp the＂Internet ＋＂and＂21 st Century Maritime Silk Road＂development opportunities and introduce practical policies by all governments.
