This paper introduces the background of the construction of credit bank system in Hefei city, Anhui province, also its necessity and feasibility,preliminary exploration, practice and future opinions are put forward, which aims to take advantage of credit banking system's function broadly and deeply that can attract more people to learn lifelong education in Hefei. Meanwhile, by the construction of 'Scholarly Hefei' 'Happy Hefei' is to build a study-type city and embody the universality and fairness of lifelong education.
