吉林省农村土地流转经营问题研究

On the Scale Management of Rural Land Circulation in Jilin Province

农村家庭联产责任制在目前的农业产业化进程中已经呈现出明显的滞后,而通过土地流转规模经营来改革和完善农村家庭联产责任制势在必行。为大力推进土地流转实现规模经营,吉林省可以通过龙头企业带动土地流转模式、村民联合"农民专业合作社"土地流转模式、"大户承包模式"租赁经营流转方式、"家庭农场或种粮大户"信托契约流转四种典型模式对农村土地进行有效的流转经营。同时需出台一系列的优惠政策,扶持农业龙头企业、组建农民专业合作组织,并成立土地流转中介服务组织,建立健全农村社会保障体系,建设土地流转仲裁机构等为土地流转经营扫清障碍。

China＇s current rural land household responsibility system has appeared lag effect in the implementation of agricultural industrialization and modernization process,and it is imperative to reform and improve the rural household responsibility system through the scale operation of land circulation.In order to promote land circulation and realize large-scale operation,Jilin province can promote land circulation mode through four typical patterns including the mode of land circulation of leading enterprises,the mode of land circulation of villagers＇ joint specialized farmers＇ cooperatives,circulation mode of large contract mode,trust contract circulation model of family farm or big grain family; At the same time,preferential policies need to be introduced,supporting agricultural leading enterprises,setting up farmer specialized cooperative organization,establishment of land transfer intermediary service organizations,establishing and improving the rural social security system,construction of land transfer arbitration institutions to clear the obstacles for land circulation scale management.
