整体性治理的理论基础及其实现策略

Theoretical Basis and Its Implementation Strategies for Holistic Governance

整体性治理作为公共行政学领域的一个新范式,已成为世界各国政府发展的现实之需和方向指引。背离职能再造而转向功能再造,背离以经验为导向的方法而转向以问题解决为导向的方法,背离从政府部门自身便捷性出发而转向以公众需求为核心,这三者分别构成了整体性治理理论的组织、方法论和价值基础。组织基础为功能再造提供了基础性原则。方法论基础为整体性治理提供了实际支撑。价值性基础提供了路径依赖和方向指引。这三个基础相互衔接,有机构成,共同呈现出理论基础全观式图景。本文还提出了理论基础的具体化实现策略。

As a new paradigm in the field of public administration, holistic governance has become a realistic demand and giving direction for the development of governments around the world. Deviating from department function reengineering to functional reinven- tion, from experience-oriented approaches to problem--oriented methods, as well as from considering convenience of government departments to focusing on public demand, all three respectively constitute the foundation of the organization, methodology and value for holistic governance theory. The organizational foundation provides the basic principles for functional reinvention. The methodological foundation provides practical support for holistic governance. The value foundation provides path dependence and giving direction. All three foundations are interconnected, organically constituted, and show a panoramic view jointly for theoretical basis. This paper also puts forward concrete implementation strategies for theoretical basis.
