区域性国际组织协作的集体行动逻辑分析——以上海合作组织为例

The Analysis of Collective Action Logic about the Cooperation between Regional Organization——Taking Shanghai Cooperation Organization for Example

区域性国际组织中的参与国对不同领域内的问题可存在差异性的认识和定位,各成员国可就多个领域分别进行决策和博弈,并最终形成复合式的国家——组织决策框架。如果国际组织提供的公共产品不足以促使成员国主动参与合作的话,即使在成员国数量有限的国际组织中也会遵循奥尔森所说的"集体行动"的逻辑。本文通过研究上海合作组织成员国在不同领域合作中的行动逻辑,探究影响区域性国际组织成员国参与合作的动机和因素。

The thesis aims at finding out the factors influencing the collective action of countries participating the regional international organization, by researching the members＇ action logic in different regions. The author holds the point that different countries have their own ideas and thoughts on regional issues, members can make decisions and game in multiple areas, and eventually form a compound country-organizational decision-making framework. If the interests can not promote the countries work together actively, even in a regional organization which only have limited numbers, they will follow the logic of ＂collective action＂ proposed by Oroson.
