公共卫生循证决策国际经验及新形势下中国发展思考

Evidence-based public health:analysis on international experiences and its development in China under new scenario of public health

随着从疾病治疗到预防的新公共卫生形势的到来,公共卫生领域开展科学决策和实践的重要性愈发凸显,通过剖析发达国家循证公共卫生发展历史和经验发现,虽然中国公共卫生领域循证决策取得了一些成果,但仍处于起步阶段,存在一些亟待解决的问题。据此根据国外发展经验,对中国循证公共卫生理论建立、证据积累和数据库建立等方面提出建议,以期促进公共卫生领域循证决策的应用和推广。

With the coming of new public health,w hich changes its mission from disease treatment to disease prevention,how to scientifically carry out public health decision-making and practice has become an important subject. This study analyzes the history and experience of the development of evidence-based public health in developed countries by literature review. By comparing w ith the situation in developed countries,w e found that the public health evidence-based decision-making is still in its early stage in China and there are some problems to be solved urgently although some progresses have been achieved. Based on the experiences of developed countries,w e put forw ard some suggestions on the establishment of theories on evidence-based public health,the accumulation of evidence and the establishment of database,in order to promote the development of evidence-based public health in China.
