政府规制负担、中介组织与技术创新效率

摘要 在提升国家整体科技创新能力的过程中,政府和企业扮演了重要的角色。然而,伴随着政府对企业创新活动干预的增加,政府规制负担同样对企业创新造成了影响。基于中国省际高技术产业1999—2009年的面板数据,使用随机前沿生产函数模型实证检验政府规制负担、中介组织发展和技术创新效率的关系。研究发现:政府干预对企业技术创新效率的影响呈倒U型关系,当政府规制对企业两种创新活动的干预达到平衡时,企业技术创新效率实现较高的水平;政府规模的减小显著正向影响企业技术创新效率;中介组织发展水平显著正向影响企业技术创新效率;中介组织在政府规模对企业技术创新效率影响过程中起到了调节作用。 Government and enterprises play an important role in enhancing nation's overall scientific and technological innovation capability.However,with the increase of governmental intervention on innovation activities,the burden of government regulation also has an impact on enterprise innovation.Based on the panel data of provincial high-tech industries in China from 1999 to 2009,this paper uses the stochastic frontier production function model to analyze the relationship among government regulation burden,intermediary organization development and high-tech industry R & D efficiency.The study found that the effect of government regulation on the technical efficiency of enterprises is an inverted U-shaped relation.When the government regulation achieves the balance of the two kinds of innovation activities,the enterprise technological innovation efficiency reaches a high level.The decrease of government scale has a positive impact on the efficiency of technological innovation of high-tech enterprises.The development level of intermediary organizations has a positive impact on the technological innovation efficiency of high-tech enterprises.Intermediary organizations play a regulatory role in the process of the impact of government size on technological innovation efficiency.
