政府规制视角下国内二手车市场发展研究:历程、现状、问题及对策

政府的重要功能之一就是有效解决市场失灵问题。在本文中,作者以政府规制理论为主要研究视角,对我国国内二手车市场发展历程进行回顾,对发展现状进行梳理,对当前国内二手车市场发展中面临的政府"缺位""错位"和"越位"问题进行分析,并对加强国内二手车市场政府规制提出建议,即社会规制与经济规制并举;放松俘虏规制;明确政府在市场规制中的职能定位。

One of the most important functions of the government is to solve the problem of market failure effectively. In this paper, the author takes the government regulation theory as the main perspective. It reviews the past and current situation of development of domestic used car market, which is now facing the problem of the government＇s ＂absence＂, ＂dislocation＂ and ＂offside＂. The author analyzes the problem, and offers measures to strengthen government regulation towards the path selection domestic second hand car market are facing. The main suggestions are as follows： develop social regulation and economic regulation simultaneously; relieve the regulatory capture; clarify the functional orientation for government in market regulation.
