Experience of US National Science Fund Supervision

本文研究了美国国家自然科学基金监管过程中的相关经验,涵盖了组织架构设计、经费保障安排、法律制度保障、监管方式健全等方面,并有针对性地分析了联邦经费使用过程中的司法监管、行政监管和道德监管三种方式,最后介绍了其在新形式下项目管理方面的创新做法。

This paper studied the experience on the supervision process of National Science Foundation of the US,covering all aspects of organization structure design,funds arrangements, legal system guarantee, super-vision method and improve,etc.,and in view of the process of using the federal funding,analyzes three ways of judicial supervision.administrative supervision and moral supervision, and finally introduced its new form of project management innovation approach.
