应对环境恶化的我国知识产权外部性评价指标体系研究

Research on Evaluation index System of Intellectual Property Rights Externality Dealing with Environmental Deterioration in China

构建应对环境恶化的知识产权外部性评价指标体系,包括知识产权环境外部性、资源外部性、社会外部性和代际外部性4个一级指标和16个二级指标。引入独立的第三方评价机构,运用层次分析法确定各个评价指标的权重,根据不同知识产权外部性的评分定级,建立知识产权黑名单制度。最后得出主要结论和提出相应的对策建议。

The external evaluation index system of inteUectual property about environmental deterioration is consisted of 4 first-level indicators and 16 secondary indicators, including environmental externahty of intellectual property, externality of resources, externafity of society and externality of transitivity. According to the independent third party evaluation institution and using the method of analytic hierarchy process （AHP）, we can obtain the weight of each evaluation index, and then on the basis of the score and grade, we build the system of intellectual property blackhsts. FinaUy, combining with the main conclusions of this study, corresponding suggestions are proposed.
