辽宁省创新效率评估与创新驱动路径研究——基于DEA-Tobit模型

Research on innovation efficiency evaluation and innovation-driven path of Liaoning province: based on DEA-Tobit model

创新对经济增长和社会发展有着巨大的作用。辽宁省的创新投入与创新产出在全国处于较领先地位,但实质上效率并不高。一方面,采用数据包络分析方法,深入研究辽宁省创新效率。另一方面,采用Tobit回归模型,剖析辽宁省创新效率的影响因素。基于以上研究结果,从提高政府重视程度、加快产业结构调整、加大开放力度和加大教育投入4个方面指出辽宁省创新的驱动路径。

Innovation plays an important role in economic growth and social development. The innovative investment and output of Liaoning province are in a leading position in the country. However, the innovation efficiency of Liaoning province is not high. On the one hand, the innovation efficiency of Liaoning province is analyzed based on data envelopment analysis method. On the other hand, the influencing factors of innovation efficiency of Liaoning province are discussed by using Tobit regression model. For the above findings, some suggestions are put forward, such as to improve the awareness of innovation of the government, and to accelerate industrial structural adjustment, and to strengthen open dynamics and increase educational investment.
