摘要
在含大比例新能源的电力系统中,为消纳占比极小的新能源尖峰电量,需要占用系统大量的调峰资源,降低系统安全稳定性和经济性,若允许放弃一定的新能源电量,可以降低系统总体调峰需求,减少调峰电源建设,避免昂贵的边际消纳成本。首次在中长期扩展规划中探索新能源"合理弃能"问题,在新能源消纳成本和消纳效益中寻找平衡点,并采用GESP电源规划软件,计算电力系统安全经济发展下的新能源规划合理弃能率及该弃能率下的系统规划成本,并以中国各大区域电网为例,得到2020年的规划合理弃能率为3%~10%。
In a highly renewable power system, it will have to dispatch a large amnunt of peaking power to accommodate the renewable energy' s spike power that makes a very small proportion of the total renewable energy, which will reduce the safety and economics of the power system. If a certain amount of renewable energy is allowed to be abandoned, the system' s overall demand of peaking power will decrease, and subsequently the peak power sot, rce construction can be redueed and the expensive cost of marginal accommodation can bc avoided. The paper discusses for the first time the reasonable energy curtailment problem in the mid-and-long term power system expansion planning. By using the GESP power planning software, the reasonable energy curtailment rate and the system planning cost nndcr the curtaihnent rate is calculated lot the safety and economics of power system. It is concluded that the reasonable energy curtailment rate of the regional grids in China is 3%~ 10% in 2020.
