省域交通运输业碳排放核算及其减排情景分析 被引量:11

Carbon Emissions and Reduction Scenarios of Transportation in Jiangsu Province

摘要 作为全国交通运输现代化和绿色低碳发展的试点省份,江苏省交通运输业的能源消耗随着经济发展而呈现快速增长的态势。基于《省级温室气体清单编制指南》和《综合能耗计算通则》(GB/T2589-2008),采取自上而下和自下而上相结合的方法,以江苏省为例,分别对其交通运输业能源消耗的碳排放和公路运输碳排放状况进行了核算,在此基础上探讨了基准调控、汽车保有量调控、燃油经济性调控和综合调控等不同减排情景下的碳排放总量和强度变化情况,为江苏省及华东地区交通运输业的节能减排工作提供决策参考。 As an experiment province of transportation modernization and low-carbon development, the energy consumption has been growing fast in Jiangsu Province with the rapid growth of economic development. Based on the guidelines for provincial greenhouse gas inventories and general principles for calculation of total production energy consumption in China (GB/T2589-2008), in this paper the carbon emissions is measured from energy consumption and road transport of transportation industry in Jiangsu province by top-down and bottom-up methods respectively. In addition, the reduction of gross emissions and carbon intensity of transportation in Jiangsu are discussed on the perspectives of four scenarios comprising of no regulation, automobile amount controlling, fuel economy improving and comprehensive adjusting. The study outcome is expected to provide reference for Jiangsu and other provinces in east China to implement the energy saving and emission reduction work.
