常用低价药的生产流通研究——供给侧结构性改革的一个特例

文章从供给角度分析发现,我国医药购销体制缺陷是常用低价药短缺的根本原因。通过供给侧改革特例视角,剖析低价药改革的一般性和特殊性:药品的创新升级反而加速低价药的消亡,药品市场流通中的利益链使得公益性低价药惨遭逆淘汰,医保制度不健全使得低价药未能发挥促进社会健康公平作用。从低价药生产流通、医保补贴环节提出几点建议:生产上对低价药进行定点定量扶持;通过规划"应急仓库"及区域卫生服务机构、加强新药审批和质量监管、增设政府对公立医院财政补偿指标,改善低价药流通问题;建立与低价药清单相关联的医保目录等,以期为我国现阶段常用低价药改革提供参考,促进健康中国建设。

From the perspective of supply, the shortage of commonly - used low - price medicine was resulted from the de- fect of pharmaceutical sales system. The generality and particularity of reform on cheap medicine was analyzed in view of supply - side, which was characterized as the innovation quickening the disappearance of cheap medicine, interest chain in market circula- tion eliminating the low - price drugs, and the imperfect healthcare system reducing the role of low - price drugs in promoting the equity of social health. Based on which, some suggestion were put forward, such as producing low - price medicine at fixed points and quantity, constructing emergency depository and regional health service agencies, strengthening the supervision on new drug approval and the quality of medicine, increasing indexes of governmental financing compensation for public hospitals, and develo- ping medical insurance directory associated with low -price drug list.
