摘要
文章以水利工程中由土方运距变更所引发的变更单价事件为研究对象,阐述了"调差法",及其运用方法、应用注意要点,并通过实际案例结果比较,研究合理采用"调差法"进行变更单价,不但能减少不必要的经济损失,且变更调价的结果更容易被各方接受和确认。文章认为,当发生类似变更单价事件时,无论是承包方在投标报价过程中出现的各种错误、人为调整现象,还是建设单位原因发生类似的工程变更,作为申报方或审核方的水利造价工程师,可合理采用"调差法"进行单价调整,对参建各方都是极接近公平合理的调价方式,与调价事件有关的责任方不会因发生变更调价而使原投标或招标中存在的风险和责任发生转移现象,同时可以避免不必要的经济损失。
in the paper, the unit price change event caused by earthwork transportation distance change in water conservancy proj- ect is adopted as the research object for introducing the definition of 'difference adjustment method', application method and app cation key points. Unit price change by rationally adopting 'difference adjustment method' is studied through comparing actual case results, unnecessary economic loss can be reduced on the one hand, the results of price adjustment can be accepted and confirmed by different parties more easily. In the paper, it is believed that when similar unit price change event occurs, the water conservancy cost engineer as the declarant or the auditor can rationally adopt 'difference adjustment method' for unit price adjustment aiming at various errors and manual adjustment phenomena of the contractor during bidding quotation as well as similar project change due to the reason of the construction unit. It is a nearly fair rational price adjustment mode for all parties participating in construction. The lia- ble party related to price adjustment event can not transfer the risk and liability in the original tendering and bidding due to price change. Meanwhile, unnecessary economic loss can be avoided
