基于CCR与SE-DEA的绿色建筑标杆研究

绿色建筑的开发与发展是建设环保型社会的有效实践。在其发展过程中,无论从政府角度还是开发商角度,确定优秀项目作为学习标杆都能更好的推进绿色建筑发展进程。本文选定同地区同类型且已获得绿色建筑评价标识的实效型绿色建筑项目作为决策单元,应用CCR模型确定政府视角下的绿色建筑标杆,据此为补贴政策的制定提供理论依据;应用SE-DEA模型对绿色建筑项目的有效性进行比较,结合聚类分析,为开发商找到在投入上具有可追赶性的项目,根据"投影原理"确定无效项目的投入产出调整量,据此进行效率改进达到有效。利用11个同类型住宅项目的投入产出数据进行实证分析的结果表明:此方法能为政府及开发商分别确定符合需要的标杆项目,有利于各地区合理制定符合当地实况的补贴政策,对绿色建筑的健康发展具有指导意义。

The development of green buildings is an effective practice of building an environment - friendly society. In its development process, determining a excellent project as learning benchmark can better promote the process of green buildings, no matter from the perspective of government or the perspective of developer. This paper selected the same green buildings as decision units, at the same time, the model of CCR is used to establish the benchmarking of green buildings from the perspective of government, the result s able to provide theoretical basis for the formulation of the subsidy policy. The model of SE-DEA is used to compare the effective- ness of green buildings, helped with cluster analysis, developers can find his own catch-up project as the benchmarking. An empirical study on 11 green buildings which have been identified three Star residential projects shows that the proposed method is very practi cal in selection of appropriate benchmarking for both government and developers, simultaneously, this has a guiding significance for the healthy development of green buildings
