摘要
采用省际统计数据,利用Frontier4.1软件就政府研发资助和企业研发投入对我国技术创新效率的影响进行SFA分析。研究表明:从全国整体来看,政府研发资助对技术创新效率存在负向影响,企业研发投入对技术创新效率存在正向影响,政府研发资助对企业研发投入存在挤出效应。从分组回归结果来看,政府研发资助对第Ⅰ类地区和第Ⅱ类地区技术创新效率存在负向影响,企业研发投入对第Ⅰ类地区技术创新效率存在正向影响,政府研发资助对第Ⅰ类地区企业研发投入存在替代效应,且均在1%水平上统计显著。
This paper adopts provincial statistical data,conducts SFA analysis by using Frontier4.1 software on the influence of government RD funding and enterprise RD investment on technological innovation efficiency of China. Research shows that:from whole country,government RD funding has negative effect on technological innovation efficiency,enterprise RD investment has positive effect on technological innovation efficiency,government RD funding has crowding out effect on enterprise RD investment; from the groups regression results,government RD funding has negative impact on class I area' and class II area' technological innovation efficiency,enterprise RD investment has positive effect on class I area' technological innovation efficiency,government RD funding has substitution effect on class I area' enterprise RD investment,and above all are statistically significant at the 1% level.
