改革开放以来,我国既没有按照结构经济学理论违背比较优势发展,也没有完全遵循新结构经济学按照比较优势发展,而是在比较优势基础上,通过对要素禀赋不断转换、整合,重新建立发展所需要的要素比较优势,为结构升级创造条件。要素作用可细分为提升、转换、整合、配置四种形式,市场对要素提升、配置有优势,政府对要素转换、整合有特长。从我国发展历程看,要素是可以主动转换、整合的,并且在这方面取得了明显效果。要素转换整合观点对于完善新结构经济学也有意义。

Since the reform and opening up,China is not according to the structural economic theory against the comparative advantage development,nor has it followed the new structural economics according to the comparative advantage development.On the basis of comparative advantage, by constantly transforming and integrating factor endowment, it is necessary to re-establish the comparative advantages of the factors needed for development and create conditions for the upgrading of the structure. The factors can be divided into four forms： upgrading,transformation,integration and configuration. The market has advantages in the promotion and allocation of factors, and the government has strong points for the transformation and integration of factors. From the development course of our country, the factors can be transformed and integrated actively,and the effect is obvious in this aspect. It also makes sense to perfect the new structural economics.
