创新政策如何推动我国快递物流行业发展——基于政策工具与核心业务价值链的政策文本分析

Methods of Innovation Theory Policy Propelling Development of Express Industry—— Text Analysis of Policy Based on Policy Instrument and Value Chain of Core Business

当前随着经济发展与市场需求的扩大,作为国家战略新兴产业的快递行业正飞速发展。科学合理的政策体系与政策内容是快递行业蓬勃发展的基本保证,同时也是实现通过快递行业促进要素流通与产业转型的关键因素。本文选取2008—2016年间27个相关政策作为政策分析样本,分别结合政策工具分类视角,核心业务价值链分析视角,政策客体视角,建立起政策工具作用于快递企业的三维分析框架,依托该框架对促进快递行业发展的政策样本的合理性与有效性进行判别,并在此基础上提出关键矛盾点、优化路径与完善方法。

With the economic advance and expansion of market demand,as the national emerging strategic industry,express industry is developing speedily.Scientific and rational policy system and policy content is the basic guarantee for the express industry vigorous development,but also by Courier service industry promoting circulation and industry transformation of the key factors.This article selects the 27 policy texts between 2008 and 2016 as the policy analysis sample,respectively,in combination with policy tools classification perspective,the core business value chain analysis perspective,policy object perspective,establish policy tool applied to express the 3 d analysis framework of the enterprise,based on the framework of the rationality of the policy to promote the development of express industry samples and discriminant validity,and based on this,advances the optimum path of key contradiction point and optimized method.
