Targeted Poverty Alleviation and Rural Governance Innovation

精准扶贫是新时期下国家扶贫开发战略的重大举措与创新。文章以精准扶贫和乡村治理之间的关系为研究出发点,通过文献综述的方式回顾和梳理了中国若干阶段的扶贫历程,其可进一步理顺精准扶贫和乡村治理协调发展的应然意义和联系。与此同时,在精准扶贫背景下对乡村治理发展困境进行理论探讨,在此基础上提出确立乡村治理与精准扶贫的协同发展理念、协调好乡村治理与精准扶贫的顶层设计和实践方式、以"内培外引"促乡村治理与精准扶贫确实落地、建构全民共享的精准扶贫与乡村治理体系。以此四个方面为基本出发点,可更好地促进精准扶贫与乡村治理的现代化发展。

Targeted poverty alleviation is a kind of significant measure and innovation of national poverty alleviation and development strategy in the new era. In this paper, the relationship between targeted poverty alleviation and rural governance is taken as the starting point of the research. The process of poverty alleviation in several stages of China is reviewed and sorted out by literature review. It can further ration- alize the deserving meaning and relationship between targeted poverty alleviation and rural governance. At the same time, under the background of targeted poverty alleviation, the author makes a theoretical discussion on the plight of rural governance development. Based on this point, the author puts forward the idea of establishing the concept of coordinated development of rural governance and targeted poverty alleviation, coordinating the top design and the way of practice of rural governance and targeted poverty alleviation, promoting rural governance and targeted poverty alleviation by the way of ＂outside the training＂ to implement and constructing the system of targeted poverty alleviation and rural governance that is participatory for all citizens. Considering the four aspects as the basic starting point, it can promote the development of modernization of targeted poverty alleviation and rural governance much more better.
