化工园区安全规划要素和关键内容研究

REASEARCH ON ELEMENTS AND KEY CONTENTS OF SAFETY PLANNING FOR CHEMICAL INDUSTRY PARKS

近几年,我国化工园区飞速发展,如何科学合理的进行化工园区安全规划,实现化工园区规划的本质安全和安全水平可持续性发展,是化工园区管理者首要考虑的问题。提出了化工园区管理者对化工园区安全规划从宏观到微观的着力点,按照要素将安全规划划分为三个层级,在规划中阐明了各级要素的具体内容,分析了要素的关键内容,以期为化工园区管理者整体、系统地把握化工园区的安全问题提供参考和依据。

In recent years,chemical industry parks in China have developed rapidly. How to carry out scientific and reasonable planning,achieve intrinsic safety and improve safety level of the chemical industry park planning are the key issues in the development of the chemical industry parks. This paper presents the focus points for the managers of chemical industry parks from macro to micro focus. It divides the elements in safety planning into three levels and clarifies the details of the elements. Then the paper analyzes the key contents of the elements. These can be used to provide reference and basis for managers of chemical industry parks to grasp the safety issues on the planning of chemical industry park in an overall and systematic perspective.
