卫生行政处罚案由库的构建步骤与方法

Procedures and methods for the establishment of the normalized healthy administrative penalty bank of cause of action

基于卫生法制的统一,规范化卫生行政处罚案由库对卫生行政执法具有重要意义。本文以构建"小卫生观"体系下卫生行政处罚案由库为目标,对规范化卫生行政处罚案由库的构建步骤与方法进行探索。经由专家论证并认同,形成了从"文本库—案由池—案由库"的规范化步骤。完成了从确立卫生法律法规文本库,到逐一梳理出卫生行政处罚条款、形成案由池,直至依据案由归并规则,最终构建成含590个一级案由的规范化卫生行政处罚案由库。

Based on the unification of health law, the normalized healthy administrative penalty bank of cause of action has great significance to the healthy administrative enforcement. This article aims for establishing the healthy administrative penalty bank of cause of action about the view of small health, has explored the procedures and methods about the establishment of normalized healthy administrative penalty bank cause of action. By the experts＇ identification, the research has formed the normalized procedures of ＂text bank to pool of cause of action to bank of cause of action＂. And the research has also completed the construction of the normalized healthy administrative penalty bank of cause of action which includes590 pieces first level of cause of action, from the establishment of healthy laws text bank, the arrangement of healthy administrative penalty and pool, and the rules of cause of action＇ mergence.
