中德城镇群城镇等级与发展资源差异比较研究

Sino-German's Urban Administrative Hierarchies And Development Resource Difference

不同行政等级的城镇不仅在人口和经济规模上存在差异,在拥有的发展资源方面也存在显著差距,特别是在行政因素主导资源分配的国家。文章选择中国与德国4个主要的城镇群——长三角、京津冀、慕尼黑与柏林为研究对象,通过规模、经济、社会和环境4个方面的指标比较,系统地分析中德不同行政等级城镇之间的发展资源差异(倍数关系),明确行政等级在城镇资源分配过程中的作用机制,为中国的城镇化建设提供政策依据。

Differences among cities at various administrative hierarchies are reflected not only on the population and economy, but also on the resources involved in their developing processes, especially in the countries where the administrative factors dominant the resource allocations. Taking four main urban agglomerations from China and Germany as case study, including Yangtze River Delta, Beijing--13anjin-Hebei Region, Munich and Berlin, this research systematically analyses resource differences （with multiplier relation） in the developing process among cities at different administrative hierarchies in China and Germany, through the comparisons of four dimensions： urban scale, economy, society and environment. Furthermore, the mechanism of administrative hierarchies in the resource-allocation process is clarified, which could provide us more political reference on Chinese urbanization.
