从“长科会”到“科技部”——台湾地区科技体制建设与发展评析 被引量:1

摘要 台湾地区科技体制始建于20世纪50年代末,先后经历了萌芽期、形成期、发展期和调整期。科技体制的建设与发展有力地推动了经济腾飞,使台湾快速成长为以科技创新为驱动发展的经济体,大大提升了国际竞争力。但是,台湾推动的以政府为主导的科技体制发展模式,也面临着诸多的困境与挑战,如何处理好产官学研之间、科技发展与经济发展之间、基础研究与应用研究之间的关系,将是未来台湾科技体制建设与发展无法回避的大问题,亦为大陆地区科技体制的改革与发展提供了某些借鉴与启示。 Taiwan's science and technology institution which was founded in the end of 1950s has experienced from the stages of germination, formation, and development to the stage of adjustment. The construction and development of the science and technology institution have effectively promoted the economic take-off, helping accelerate Taiwan to be the authentic economy with the science and technology innovation as its driven development and greatly enhancing its international competitiveness. However, there are still many difficulties and challenges to be faced with. Therefore, how to handle well the relationships between the government, the industry and the university, between the science and technology development and the economic development and between basic research and applied research will pose big problems that can not be ignored in the construction and development of science and technology institution in Taiwan, which, at the same time, provides the mainland with experience and reference in the development and improvement of its science and technology institution.
