政府的道德使命不是"对道德的使命",而是"道德的使命",是政府基于特定道德而自愿地选择并实现的重大任务或者价值目标,其主要内容包括维护公民权利和保护国家安全。它虽然以追求特定国家内所有主体利益为其内容的道德作为根据,却是由政府的公共性所决定的。
