Research on Owner Quality Control Mode and Key Issues under EPC Mode

EPC总承包模式下承包人获得了最大限度的项目控制权,但是建设项目质量风险的最终承担人依然是业主,因此业主需要对工程质量进行管控。首先,从总承包示范合同文本入手,根据合同文本中规定的业主质量管理权利,将业主质量控制模式划分为强管控模式和弱管控模式;其次,从项目类型、项目融资情况和地下隐蔽工程情况讨论不同控制模式的适用范围;最后,分析不同控制模式下的质量控制要点,为业主进行质量管控提供参考。

The general contractor has the maximum project control right under the EPC mode, but the owners undertaker the quality risk of construction projects ultimately. Therefore, the owners need to control the project quality. First of all, according to the owner＇s quality management rights stipulated in the contract text, the paper divides the owner quality control mode into the strong management mode and the weak management mode. Secondly, discusses the scope of application of different control modes from the aspects of project type, project financing situation and underground project situation. Finally, analyzes the main points of quality control under different control modes, in order to provide reference for the quality control of the owner.
