摘要
为了进一步提升高校软件采购的科学性、合理性和有效性,在分析高校软件采购研究现状以及比较软件采购评估与一般意义软件评估区别的基础上,将系统工程中一种用于有限方案多目标决策分析的方法——TOPSIS法(逼近于理想解的排序法),运用于多目标决策的高校实验教学软件采购评估领域。通过建立基于软件性能和采购有效度的评估体系,对9项评估内容进行熵值赋权,计算各方案到正负理想解距离及各方案的相对贴近度,能够对方案进行有效排序,并且排序结果与实际结果基本一致。该方法操作过程较为简便、计算量较小、评价结果较为合理,并能有效避免采购招标过程中人为评判的主观随意性带来的不良影响,从技术上增加了评估的透明性,可为高校实验教学软件采购提供较为科学的评估依据。
In order to further enhance the scientificity, rationality and effectiveness of software procurement, and based on analysis of the current situation of research on university software procurement and comparison of the difference between software procurement assessment and general software assessment, we use the TOPSIS method (technique for order preference by similarity to ideal solution) which is an analysis method of limited multi-objective decision in the system engineering to the multi-objective decision in the field of university experimental teaching software procurement evaluation. Through establishing the evaluation system of the software performance and purchasing effectiveness, and giving entropy empowerment of the nine evaluation contents, then calculating the distance to the positive and negative ideal solution and the relative closeness of the program, we can sort the schemes effectively. And the sequencing result is basically identical to the actual result. The operation process is simple, has a small amount of calculation, and the evaluation results are reasonable. The method can effectively avoid the ill effects of human judgment subjective arbitrariness in the process of the procurement bidding, and increase the transparency of the assessment. It can provide a basis for the evaluation of university experimental teaching software procurement.
