社区治理抑或社区营造:“三社联动”的理论脉络与实践反思

Community Governance or Community Building:The Theoretical Context and Practice Refl ection of“CSS Cooperation”

"三社联动"概念提出以来,社区层面的实践探索和理论探讨蔚为大观,一方面,社区营造作为一种社区实践的模式被中国大陆很多地方竞相推广而没有进行系统反思;另一方面,社区层面的诸多概念也浮出水面,其中的脉络尚未梳理清楚。本文旨在回应一个现实问题,即"我们究竟需要什么样的社区实践"?在此问题下,试图将社区发展、社区营造、"三社联动"诸概念做一个理论梳理,以期明晰这些概念演进的基本脉络,为今后的社区治理提供参考。

Ever since the concept of ＂CSS cooperation＂ has been launched, there are tons of community practices and theory discussions relate to it. On the one hand, the community construction, as a kind of practice pattern, was promoted by China's Mainland in many places without systematic reflection; On the other hand, manyconcepts associated with the community have also surfaced without clear definitions and context. This paper aims to answer a practical question： ＂what kind of community practice do we really need？＂ On this issue, the author also tried to make a theoretical analysis to clarify the basic context of these concepts such as the community development, the community construction, and the ＂CSS cooperation＂, and provide reference for community governancein the future.
