扶贫资源配置的“内卷化”问题研究:回顾、评价与展望

Research on the Internalization Problem of Allocation of Poverty-Alleviation Resource: Review, Evaluation and Prospect

如何科学配置精准扶贫资源,乃是实施精准扶贫战略的关键环节。然而,当前我国精准扶贫资源配置正面临着严重的"内卷化"困境。目前学术界对精准扶贫资源配置"内卷化"问题的研究尚未形成系统化的理论成果,已有的研究成果也尚未转化为现实的政策生产力。从研究发展趋势来看,未来的研究主要应该在以下五个方面获得突破:一是如何准确识别和预警我国精准扶贫资源配置的"内卷化"困境;二是如何正确揭示我国精准扶贫资源配置"内卷化"困境的生成机理;三是如何科学测量我国精准扶贫资源配置"内卷化"的程度和可能引致的社会风险;四是如何从制度层面科学设计精准扶贫资源配置的矫正机制;五是如何科学确立精准扶贫资源配置的政策调整方向。

How to scientifically allocate resources of targeted poverty alleviation is a key point in the implementation of the strategy of targeted poverty alleviation. However, the current allocation of resources of targeted poverty alleviation in China is facing a serious ＂internalization＂ predicament. At present, the research on the ＂internalization＂problem of resources allocation of targeted poverty alleviation has not yet formed systematic theoretical results, and the existing research results have not yet been transformed into realistic policies. From the development trend of research, the future research should achieve the main breakthrough in the following five aspects： Firstly, how to accurately identify and issue early warnings of ＂internalization＂ dilemma in resources allocation of targeted poverty alleviation; Secondly, how to correctly reveal the mechanism of the construction of ＂internalization＂ dilemma in China; Thirdly, how to scientifically measure the degree of ＂internalization＂ in China and the possible social risks; Fourth, how to scientifically design the correction mechanism of resources allocation of targeted poverty alleviation from the institutional level;Fifth, how to scientifically establish the direction of the policy adjustment in resources allocation of targeted poverty alleviation.
