农村小微企业环境友好行为衍生机制研究——以河北定州铁网企业为例

Research on Deriving Mechanism of Environmentally Friendly Behavior of Small and Micro Enterprises in Rural Areas: Take the Iron-grid Businesses in Dingzhou Hebei Province as an Example

基于定州市高、李两镇农村铁网企业绿色转型过程的实地观察,发现农村小微企业环境友好行为衍生于企业内化外部环境压力,企业间环保协作形成的污染共治规模效应显著减少了单个企业独立治污的内部成本制约这一社会情境中。宏观经济转型背景下政府环境规制强化是催生微观农村小微企业环境友好行为的首因,企业协会建构的行业共同体、外贸市场买方的需求偏好是其重要催化剂;同时,企业主环保意识改观、企业间环保协作加强均对农村小微企业环境友好行为的内在约束产生缓解作用,地区环保先行优势进一步强化了该作用。

Based on the field observation of the green transformation process taken by iron-grid Businesses in County Li and County Gao in Dingzhou City, it is found that their environmental friendly behaviors of small and micro enterprisese derive from specific social circumstance featured by internalizing their external greening pressure and decreasing the unit environmental costs with the method of cooperating with each other to control the pollution produced by them. Under the social background macroeconomic transformation, it is the strengthened environment management taken by the government that pushes the small and micro enterprises to behave well when it comes to green development. And, both the industry community built by their Business Associations and the demand preference of the international buyers play important roles as promoters to make them behave friendly to environment. Meanwhile, their changing environmental consciousness and enhancing cooperation with each other relieve the internal stress that blocked their environmental friendly behaviors, which is intensified by the advantages of going ahead in environmental protection.
