Three Transformations of Government Functions:The Return of Power-centered Reform

改革开放以来,我国政府职能的三次转变经过了从政府权力为中心到政府运作流程方式为中心再到以权力为中心的改革历程。这一回归表明政府职能的改革开始再度涉及核心问题,时隔多年后的新一轮简政放权和建立权力清单则是改革回归权力中心所迈出的重要一步。然而,围绕权力的政府职能改革不能仅仅局限于政府自身,而是需要社会的共同参与,需要其他方面尤其是政治体制改革的配合与支持。

Since the reform and opening up, the three transformations of government functions in China have gone through the reform process of moving from centering on the government＇s power, through centering on the government opera- tion process, to the centering on power. This return shows that the reform of government functions is once again involving the core issue. A new round of decentralization of government functions and the establishment of a power list after many years make one important step in the return to power center. However, the reform of government functions around power should not be limited to the government itself, but demands the participation of the entire society. It needs the cooperation and support from other aspects, especially the reform of the political system.
